About RegSmart

Bank-grade compliance experience, applied to precious metals and jewelry.

RegSmart began as BSA/AML risk-assessment software for banks and credit unions. Today it focuses on the businesses that bank-oriented compliance serves badly: dealers in precious metals, precious stones, and jewelry, and the companies around them.

Mark Stetler, JD, CAMS

Mark is a lawyer and Certified Anti-Money Laundering Specialist whose career spans financial services law, fraud auditing, and financial technology. He founded RegSmart to make BSA risk assessment a continuous, documented process instead of an annual scramble, and built software that banks and credit unions used to assess and report their BSA/AML risk.

His recent work is in the precious metals industry: building dealer BSA/AML programs on the Part 1027 rules that actually apply, with a documented regulatory basis for every bank-only provision left out; designing OFAC alert investigation systems with a tiered disposition framework; and training new compliance officers. He also advises on custody and depository agreements, sanctions blocking obligations for metal in storage, and state tax changes affecting bullion sales.

That work is the foundation of RegSmart today: programs that follow the regulations a dealer is actually subject to, built with AI to lower cost and improve accuracy; proprietary OFAC software designed for precious metals and jewelry dealers; and documentation that stands up to an auditor, a bank, or an examiner. Every program is built for the client's own team to administer.

How we work: we would rather tell you a requirement does not apply, and show you why, than sell you a procedure you do not need.
